New Proclaim Target Times

Add ability to specify when items should start and how long they should last

Add icon to Preview mode to indicate whether your service is on track with the target times.
Display start times in red when in when in conflict with prior durations

Add Timeline settings to allow pinning the selected item to left, right, or center of the Timeline. (Settings > General).
